The Telegraph headline is slightly misleading. There is going to be a consultation with a couple of options, one of which would be restricting loans for people who don’t get a C at Maths and English GCSE and one is restricting them for people who don’t get two E grades at A-Level, or equivalent (BTEC, NVQ, etc), unless they’re adults returning to education, which I think is more likely to be implemented.

It’s a bad policy either way but the government has essentially taken the line that they don’t want universities to plug the COVID / bad investment hole in their finances by removing admission standards. They can either formally cap the number of students universities can take - which they did for a while in 2020 but they don’t want to maintain, or go no-cap but have a minimum threshold for results.
