i get the impression the White House brain trust is now working under the assumption that Congress isn't going to deliver something that gives Trump his $5.7 billion by February 15, so the strategy is just to say the wall/walls is/are already being built and just pretend that $5.7 billion never existed and he never shut down the government over it.
