What does this do on a performative level? It seems like it's often used to signal that the conversation is closed. Or to create or sustain a sort of bureaucratic aura.

i searched my outlook inbox for two above. a certain mid-level someone uses these kinds of constructions with a tin ear, like uhh you don't mix ETA with "at this time." i feel like it's basically used to signal officialness by removing cause and effect and human involvement and reaffirming the validity of the bureaucratic force in changing its mind at any time in the past or future. something something foucault.

nine months pass...

Two rabbit hunters found a man's body Sunday morning in a Box Elder County field.

The body was found lying in a field adjacent to Interstate 84 about nine miles east of Snowville, according to Box Elder County Sheriff Chief Deputy Dale Ward.

"There was no obvious signs of trauma," Ward said. "The body was badly decomposed, but no obvious signs of cause of death. It is being treated as a suspicious death."

The state medical examiner will now examine the body to determined how the man died, Ward said, while the police follow leads and investigate. Ward said police believe the man was passing through the area and said they don't have anyone local missing at this time.

i feel like in my work i have used this in a sort of passive cop out way of avoiding “it’s actually never but we can’t be that blunt”. like, i’ve had customer service training that basically told us never to say “no”, “unfortunately”, “cannot” and other negative absolutes.
