Afaict they seem to be using the term to describe the "millions" of migrants who avoid border patrol and therefore don't get counted in immigration statistics which is why Kamala must be "lying about fewer migrants". But yet somehow they also know exactly how many gotaways "they" aren't counting and therefore know the "real" number of migrants?
