probably yes, if there was functionality to limit who can vote on a poll cross referenced with some TwitterUser class
alas something we're seeing is that Elon's ideas are so dumb that the people who built the software would've never anticipated implementing them, so theoretically simple tasks require some extensive refactoring. this happens a lot with the software I work on, people come up with bad ideas that are "easy" but break the rules and we have to come back and say no, the system wasn't designed to work like this, we can't do it without a lot of work, and usually that's that. Elon of course doesn't take no for an answer.
