Not feeling it on the pigeon front. His voice wasn't too wacky & didn't seem to be imitating any type in particular. Nor can I say I am familiar with any associations of pigeons and any particular race (unless you count "Palomar" in Los Bros Hernandez comics, which is near as big a stretch as the one being presented here). I would, however, like to point out that like Emperor penguins and flamingos, pigeons give 'milk' to their young.
