This is bullshit on the part of her council because councils buy the energy to run communal boilers and district heating systems quite a few years in advance, so they can provide a stable service. 'British jobs for British workers' was a particularly crass phrase to use, given its connotations, but the context Brown used it in 2009 in was a job creation one, rather than an immigration one:

Given the political climate in 2017, focusing on foreign workers as a reason for British workers getting a raw deal, together with the dehumanising phrase "wholesale importation" is in some ways worse, I think.
