Could be Scotland - Scotrail stations have blue all over like that. Feel like the key to this would be finding the route that fits the station name lengths on the screen, but can't be bothered with that right now.

I thought it might go from the train monitor in the first image, but it's difficult to tell how clear the words are for other people (especially when you already know what they are). How things appear on my laptop screen and monitor screen is pretty different!

The second pic solidified my hunch that it was Greater Manchester, I'd been concentrating on Salford and Manchester itself but your recent trend towards towns and, yeah, the hills in the distance made me go back and check Stockport and the outer towns

"City" means several related things, ONLY ONE OF WHICH is along the lines of "settlement awarded so-called city status by arbitrary convention or decree within a given jurisdiction or linguistic pocket of this wide world", ffs. To me it seems entirely obvious that cities which city purists insist on calling towns should also be allowed.

clutching at straws here:
- no satellite dishes anywhere? They're banned in Iran, Myanmar, Turkmenistan... Don't know if that's a clue?
- maybe the fencing on the bridge over the railroad it a bit excessive? did lots of people kill themselves there or are the trains important (israeli trains through palestine for instance) (don't know why I keep thinking palestine here to be honest)
- extra lights half way up the light posts? (two of them with bike tyres over them) ?
- some of the cars are French brands but they're sold all over the world, aren't they.

Assuming the city is in the northern hemisphere, the shadows indicate we're looking at the north side of that block of flats, and satellite dishes would be on the southern side of the building.
