Try clearing your cookies. I've been dealing with that in incognito only for some reason (still get the popup in normal chrome but can just X out normally) and even then, if you open the tweet in a new tab you should be able to scroll normally. This is for PC only, I can't get it to work on mobile.

I've been a twitter user for years, but have been using it a lot more in the past month or so (I know, probably a bad sign) and noticed something kinda fucked up. This worked so well! It doesn't help that the toggle for "Latest Tweets" just looks like a decorative little star. I have since been able to see the tweets of the person I followed*. So thank you Finefinemusic! Also seems to have had the beneficial side-effect of doing away with those irritating "Marky Ramone and Nile Rodgers liked Bette Midler's tweet" recommendations.
*Juni Ba, for the record. And it's not that he is some ultimate tweetmaster or something. It's just that he made a graphic novel I really like - Djeliya. It fucking rules.
