Im not aware of other western european countries fans habitually booing any and all other anthems, so taken by itself its imo a strange behaviour indicative of some sort of particular insular hostility
To answer the question as to whether its worse because its england, it becomes difficult to say because of all countries that one would maybe imagine england would wish to be considered as footballing peer to it is only england, and of the other countries that either do it or i may fancifully and unfairly imagine habitually do it its a fairly grim motley bunch that england really has no business imagining themselves in (as the crowd with the aggro chip fuck the world attitude doing the booing) or would i should think be bemused and defensive about being grouped in with (as in an england fan asking "is this really all that bad" would in my mind be very likely to have a similarly suprised but if im to be uncharitable equally clueless query as to why they were in a pariah group along with idk russia or serbia or whatever other countries do this
Notwithstanding even that then the question as to whether its different when england does it, even if everyone else did it (they dont) or the ones you could find doing it were necessarily the company youd want to be keeping (they arent) the the answer is yes because england nationalism as allied to their football team has been a significant and shitty stain on that team for as long as anyone can remember, really, and england nationalism is one of the bad nationalisms as far as nationalisms go
all told id be very wary of minimising this fairly new (?) further layer of aggravatory behaviour from a segment of a country with an aggravatory history towards most other countries on the planet as it ramps up its official tendencies in every other area of national activity to either accentuate celebration of that history or to minimise the negative effects of it
