i think both rows and columns. and i think they should be in some sort of logical order (like all the columns left to right then all the rows top down, for example). i suppose there will probably be some sort of achievement/lawsuit for the first person to make one that uses all the words in a way that makes sense but is also rearranged.
we have to play this by ear. this is like the first season of jeopardy! they were making it up as they went

i also want to throw out a vision, not for now, because it is actually impossible, but:
what about a 5x5 Flawless Victory Grid where it's not only those 10 words (5 across, 5 down) but also a CROSS-word that goes from one corner to the other. And if you could manage to do 2 of those, that would be 12 words, AND it made sense??????????
again, this is not for our current minds. but i do think that one day, possibly within an hour or two, someone may write a program that does that, surprisingly easy, even. and then i'm taking that sucker to court for violating my IP
