My guess would be that Hancock is pushing for further delays to COVID restrictions being lifted and someone, possibly from the Treasury, has called in a favour with The Sun.

There's something very odd about positioning a security camera so it only shows you who is entering or exiting through a door. Maybe there are many more cameras focused on specific areas of rooms and corridors like that and so there is more footage available (if they were doing it there they were probably doing it other places around the building). And although it might make some sense to stand right against the door to try and obstruct someone else entering, it seems unlikely two people could prevent some suspicion were that to happen.
