first guess: maybe this is germany. but no obvious major port so not hamburg or bremen. maybe that's a lake then. but this is too nice for berlin (where the lakes are) so my guess is ... potsdam (on the basis that it's next to berlin but nicer and more verdant). general vibe is quite like this but this view has too many churches/towerblocks https://www.360cities.net/image/nikolaikirche-potsdam-skyline and if i'm right i certainly can't find the spot.

I don't know, at first I thought it was something industrial, now I'm not so sure.
Blowing the photo up, it seems to be the sea on the horizon, then a narrow isthmus of land, then a narrow body of water - lake or head of a river - then the city. I think.
