Eventually hit on the idea of googling for bike lane markers in different countries and bike-friendly European cities, quickly found that Strasbourg uses those distinctive markings with the solid wheels.

Could easily be brum, or any other city with large victorian brick infrastructure. Surprisingly hard to find a road that follows the curve of an elevated railway like that though, and the old fence at the top and the overgrowth suggest it's not an actual in-use railway line.

I am not totally convinced the main wall taking up much of the picture is an elevated railway but I can't really justify that past saying the cast iron fencing seems odd for a railway (even disused) and I'd kinda expect to see arches in a railway bridge. I realise this is not much help.
