Difficult one, I felt like something would emerge from the image but nothing did and I didn't have a clue. Then cities were being whittled down through collective trial and error at a rapid pace and it still seemed to elude everyone even as the number of available cities dwindled!
kudos on finding the exact spot, still. Even with the process of elimination I was still nowhere near

the unburied cables basically rules out western europe.
