Is there an established reason in the laws for why Martinez didn't get a card for handling outside the area against West Brom for Villa?

I guess he maybe accidentally carried the ball out of the area and didn't drop it in time, rather than rushing out to an opponent who was going to be in and being like, "fuck it I'll just punch it"

it was for denial of goal scoring opportunity, so I am guessing it matters if someone was in the area with a clear chance to score a goal (not sure if that was the case West Brom v Villa).

for example, that idiot Brad Guzan once handled the ball outside of the box in a Gold Cup match against Jamaica, simply because he was too stupid to notice he'd walked out of the box, so since it wasn't a DOGSO, and nobody in the area, i think he got yellow carded, Jamaica given a free kick outside the box, which they converted because Guzan is terrible.

wasn't a pretty win but it was pretty huge, hopefully psychologically too
