Yes. Impeachment is pretty much the one thing he can't pardon himself from but until the Senate votes to convict he can pardon away.

"Cabinet members who choose to leave at this time rather than stay to do the duty of enacting the 25th are just showing what we always knew about them-they are selfish assholes out for their own gain. Devos is the only one who gained by departing now. She thinks she can claim the moral high ground by resigning, but make no mistake about it, this monster has no morals."

everybody who keeps saying they're resigning so there won't be enough Cabinet members to enact the 25th - there is nothing in Amendment 25 Section 4 that states there is a such thing as "enough Cabinet members". It just states a majority of the principal officers of the Executive departments - it is silent on how empty seats impact that, but one could interpret that if there are empty principal positions in the 15 cabinet departments, that they could either be a) excluded from the vote, or b) the acting replacement could vote in their stead. Since I doubt it's been tested, I can imagine a legal challenge could occur for that reason.

The other downside to 25th amendment is that if the President challenges the invocation and says he's capable of leading, the same people who wrote the original letter have to send a new one, and then Congress has to decide whether to dismiss the President with a 2/3rds vote in BOTH houses. So that's a harsher standard than impeachment, which only requires 2/3rds vote in the Senate.

so during those 4 days after the Prez has sent the letter, do the powers go back to the Prez now, or stay with the VP? What about the 21 day 'trial' period, are powers with the VP and only go back to the Prez after the trial, or vice versa?
