If I had to guess I think it's Cipollone. There's been mentions here and there (self-interested I am sure) that he has said that, whatever pardons Trump might want to dream up for himself, there's still significant legal liability, potential charges etc. he could face.

There is something I haven't seen mentioned AS much which I think is a factor here in general -- talk for years now about the potential charges over older deeds that's been held off as long as he's President, to one degree or another, but little chatter about all sorts of new suits that could be filed by a LOT of people. (Dominion appears to be gearing up on a broad scale.) I'd think anything that adds to that for him at this point for the remainder of his term is probably something he'd want to avoid -- and deluded and malicious as he is, I think part of him may suddenly be realizing that just throwing money at the problem or threatening to sue won't actually cut it like before.

And this very realization is what will make him especially dangerous until he's removed from office. His first inclinations will probably be illegal and may fail to be carried out if he gives illegal orders, but he still has legal options to cause huge chaos and he may well try, since this has been his go-to move for decades.

everybody who keeps saying they're resigning so there won't be enough Cabinet members to enact the 25th - there is nothing in Amendment 25 Section 4 that states there is a such thing as "enough Cabinet members". It just states a majority of the principal officers of the Executive departments - it is silent on how empty seats impact that, but one could interpret that if there are empty principal positions in the 15 cabinet departments, that they could either be a) excluded from the vote, or b) the acting replacement could vote in their stead. Since I doubt it's been tested, I can imagine a legal challenge could occur for that reason.

The other downside to 25th amendment is that if the President challenges the invocation and says he's capable of leading, the same people who wrote the original letter have to send a new one, and then Congress has to decide whether to dismiss the President with a 2/3rds vote in BOTH houses. So that's a harsher standard than impeachment, which only requires 2/3rds vote in the Senate.
