I really don't want a pile-on--if you disagree, I understand--but I would defend Tiger Woods as a legitimate recipient if you can focus on the golfer and not the person. I looked up the definition: "an especially meritorious contribution to the security or national interests of the United States, world peace, cultural or other significant public or private endeavors." Culturally, I can't see an objection.
