A lot of cities across China have the same layout of road but i don't think i've ever seen a Tier 1 city with so little traffic, even in the mid-00s. It could be somewhere like Nanning.

This morning I looked for yellow chinese buses and the only image I came across with similar livery was this one: https://www.istockphoto.com/photo/bus-service-in-china-gm458286057-22656726 which is says is Zhuhai; I didn't find another Zhuhai bus with the same colours though, so I gave up. But now I guess Zhuhai.

Yeah it often gets these kind of plaudits, for me the best thing about living there was the street barbecues, but the local govt police closed them all down. It's the border town to Macau like Shenzhen is to Hong Kong, so instead of factories you have triads, semi-abandoned wives of international trade guys, seafood restaurants (all the fish is from the Pearl River estuary, leading to v. high levels of thyroid cancer)Still liked living there more than Beijing or Guangzhou though.
