I think he believes that when he loses it can only be due to some inherent unfairness. What he literally believes about fraud is hard to say but I think he he believes that.

He's really doing a power grab, but he truly believed that it would be possible to 'win' the election through canny legal maneuvering because he's been manipulating the legal system for personal benefit all his life. I'm sure he believes that if he just had the best lawyers on his side, and with all the judges he's appointed (who he presumes are as crooked as a dog's hind leg), it would all fall into place for him again. He will believe this to his dying day.

tbf, if the election had been as close as 2000, that belief would have some validity.

And yeah, clearly his whole 'we'll take it to the Supreme Court!' deal is a core belief that 'his' justices will rule for him. Which, no. They still haven't even said they'll look at that case involving the post-Election Day absentee votes from PA.

Gee, whose legal advice did she seek in determining how to interpret the law as she did? The Department of Justice? Internal GSA lawyers? Be interesting to know what her interpretation was based on.
