I do not know to what degree, if any, Pelosi made a conscious choice not to put other House Democrats in a strong position to challenge or replace her, but it is one of the tactics that naturally emerges among leadership groups. AOC is right that the position of Speaker is enormously complex and difficult and some period of apprenticeship is required to approach something like adequacy in that job. No one is likely to replace Pelosi that she hasn't already vetted and brought into a leadership role.

Many of the representatives who came out most forcefully against Ocasio-Cortez have close ties to oil and gas, especially Cuellar. But perhaps more important was Cuellar’s personal opposition to AOC, as evidenced by his statement. Ocasio-Cortez backed Cuellar’s primary challenger, 27-year-old progressive Jessica Cisneros, in March’s primary. Cuellar won narrowly, with backing from the Koch political network and some last-minute campaigning from Speaker Pelosi herself, despite the fact that Cuellar regularly votes against the Democratic caucus and has routinely fundraised for Republicans.

It's almost as if the centrist and center-right democrats noticed what happened to centrist and center-right republicans when the hard right started to primary them out of existence and they see AOC as the first harbinger of a similar dynamic in the Democratic Party that will eventually kick them out of their cushy jobs. For reps like that, AOC is not a smart, talented, likeable woman who can take the party to new popularity and the nation to a better more equable future, but America's Most Dangerous Woman who'll take away their perks and paychecks.
