Wisconsin, Nevada, and Arizona also have laws prohibiting "faithless electors". PA does not, but the Republican state majority leader already said they're going to follow the law and not what Levin et al are suggesting.

The SCOTUS invalidated all those state laws against faithless electors when deciding a case that arose from several electors who chose not to vote for Clinton in 2016, as part of a pathetic attempt to attract enough faithless electors to prevent Trump's presidency. tbf, there was a solid constitutional argument for their decision, because the electoral college was designed in 1789 to be just that fucked up and nothing has fundamentally changed how fucked up it is.
