this is definitely needed -- the fact that CA is home to big data companies but couldn't manage a decent system for masses of people to file for and collect unemployment benefits was very sad.

I think the suburbs might have functionality for security outposts though? Also, if we are converting them to farmland, the farm workers would need housing near work, so we should keep some of the houses too. All the big box retail stores would be useful for conversion to storage for emergency food supplies etc.

It's also good to have remote areas for manufacturing that involves hazardous materials -- so some of the suburban office parks could be utilized for manufacturing. The Tesla plants are in decent locations for this.
