So, let's say that Biden wins. I assume there's someone responsible for keeping a running tally of laws that need to be immediately enacted, laws that need to be immediately repealed, emergency executive orders that must be made ASAP, legal/ethical loopholes plugged, and so on?

I'm sure they're ready to go on all the exec-order regulation reversals.
