Actually the domed towers on that cathedral seem to me more Spanish or Portuguese. But the rest of the pic certainly doesn't scream Spanish/Portuguese... There's what looks like a village in the top right hand corner, all slate-roofed, again making it feel more Northern European.

It's remarkable how newer residential / small business architecture has converged to a single style throughout the middle income tropics. Before cinder blocks, rust painted galvanized steel roofing, and rooftop tanks for water, it would have been possible to narrow down to a region just from foreground structures.
