The difference in who's running up front is between national polling and polling that's specifically in the early primary/caucus states. Biden is slipping where the most campaigning has taken place, voting is most imminent, and the likely voters are most engaged.

Nate Silver's comprehensive model, which includes the effect of bounces from early primaries, candidates potentially dropping out, Trump tweets, rain patterns over the Sahara, etc. etc. still has Biden the favorite with 40% odds, vs. 20% for Bernie.

Nate's numbers are like those "win probability" figures you see constantly changing as a football game progresses. Leading in the score always puts a team's win probability above 50%, but leading in the first quarter results in a much lower probability than leading in the final minute.

Since Biden leads most polls rn, he correctly has the highest win probability. But it's the equivalent of the first couple minutes of the game and those numbers are still very tentative and fluid.

I think the operative word is "emerging." Biden has been the actual front runner for months while Warren, Buttigieg, and Sanders have had surges that have led pundits to cast them as potential new front runners. But none of them have yet managed to actually get there.
