And loads of people hear two directly contradictory interpretations of the same information, so they shrug. "Eh. Who to believe?" Both sides do it etc.

One of the finer points that needs hammering home is the fact that he lacks the basic ability to distinguish right from wrong, legal from illegal. As indicated by his baffling belief that today's memo somehow exonerates him. If he acts within the law, it's entirely incidental, as he's amply demonstrated he will always place expedience before propriety and always insist that he was in the right because how could an action perfectly in line with his desires possibly be otherwise.
