So reading between the lines he was told that he's suffering from heart failure and subsequently overheard someone talking about kidney transplants and the scrambled wiring in his brain led him first to believe that he needed to have a new kidney implanted into his heart and then to issue an executive order to speed up the process.

That's probably only like 1/10 more dumb than whatever actually motivated this turn of events.
