Interesting/more substantial report on regional funding from a group called Communities in Charge suggesting a plan for the govt's proposed post-Brexit 'Shared Prosperity Fund', which is supposed to make up for lost EU funding to regions. Summary here full report here

This is supposed to be administered largely by combined authorities and LEPs (with the suggested addition of citizens panels) and 'community-led partnerships' (not local authorities). All of this highlights the long-running constitutional crisis around regional government in the country which is massively complicating everything

For all he's a clown, he's absolutely right about metro rail in Leeds, mind. As I understand it, Leeds City Council have been pleading for it for years but it requires a central government decision and that has been unforthcoming.

I wouldn't trust him to be (or to appoint) the person to implement a good solution.

I think a Heavy Woolen District metro rail would be money better spent and at least you might see some decent pubs and not be anywhere near fucking Leeds!
