The Green New Deal, however it shakes out, is bound to be a flawed vehicle for addressing human-caused climate change. That's because it is a hybrid, attempting to build a coalition, where some reps who would not vote for a "climate change" bill will vote for it as a jobs bill and sell it to their constituents that way. there are a lot of important things that aren't addressed in the Green New Deal. for example, it doesn't include anything about the mechanisms by which a price will be placed at carbon, which is probably the single most important step to reducing carbon emissions.
that's because at the moment, the green new deal is a resolution, not a bill. it's 14 pages, mostly a list of goals. i don't know what will be in the actual proposed legislation, but it will be many times longer than that.
