She misspoke. I have no doubt that she knows when FDR died and when the amendment was passed, just like I know 100% that Barack Obama doesn't think there really is 54 states.

But like Neil Armstrong forgetting the difference between "man" and "mankind," she misspoke. It's dumb of the right-wingers to run off with it, but let's not pretend that what she literally said was fact.

So she was right for the wrong reasons -- it was definitely a reaction to Roosevelt's third and fourth terms, but would not have stopped him from having them because he would have been grandfathered in.
