once I questioned the sign on a fence that said it had been painted with anti-climbing paint, and my walking companion explained that it was some kind of fancy anti-friction thingy. "Hm!" I said, and attempted to climb it to find how that worked.

Turns out it's basically tar, and I spent the first twenty minutes of dinner alternately washing my hands and scrubbing them with paper in the restaurant bathroom.

I'm not even sure what your point is. If the TSA isn't there it's not like they're going to just let people past without going through security. It'll just slow things down to a crawl. Right now most people are not directly affected by the shutdown. But hampering air travel would do the trick. If the TSA walked off the job and that happened, people would be pissed, and very visibly so.
