So...Kansas has a newly elected Democratic governor (Laura Kelly), but she doesn't take office until January 14. Is Roberts retiring immediately, thus allowing the current Republican governor to appoint someone to fill the vacancy? (Unlike Arizona, Kansas doesn't require that the appointed senator be from the same political party as the departing senator.)
