actually they all kind of fit into those categories

idk: out of the major Marvel villains, this covers Perelman and Perlmutter OK, but while you can probably map Cheney to Goodman and Bush-as-veep to Shooter, it's going to be hard to find a gladhanding backstabber who steals credit from everyone while achieving very little, gets paid millions specifically for fucking other people over, and is regarded as a PR genius for spouting a handful of tired catchphrases for decades on end, all the while wearing a ludicrously obvious hairpiece.
