It's very weird that this article doesn't call it "Chapo Trap House" on first reference or even fully explain what it is until Dasha's quote, even in an aside like "popular lefty comedy podcast Chapo Trap House."

It's either bad writing or just the assumption that anyone reading "The Cut" is just an always-online, irony person.

I think it’s a very good idea, but I think he was exaggerating the extent to which it would disentangle the city’s finances from the financial system at large. Presumably you still have to issue bonds to finance things, and you still need institutions to offer, market, buy and trade those bonds.
