this hope that Mueller, the FBI etc would ever serve as any kind of significant check on Trump was always unrealistic, as I've said repeatedly. The only solution to stopping Trump is a political one - ie, control of Congress + winning elections

Freedom Caucus members are already complaining about the "compromise" bill (although they are at least getting their vote on the Goodlatte bill - which the GOP "moderates" and Dems both hate and will never pass)

also this "compromise" bill is basically what got killed in the Senate earlier (minus this provision about families being separated, which was not policy back during the Senate debate) - in fact, this very framework was what Trump wanted most, and it got the fewest votes of the options that were put up by McConnell.
