I think it was shot recently and the guy on the right is the ghostly apparition of a former councillor - the pothole in question having been there since 1953.

Likely this is a career move, we tend to spot what's coming down the line from the yanks or across the water and the enterprising local politician, dressmaker, restauranteur, decorator and hairdresser will make it their business to be ahead of this important curve of cultural impetus

please do report back, this seems like an avenue of investigation worthy of yr time

finds current legal system too lenient but also dislikes sharia law. the goldilocks of jurisprudence.
