the likely difference is that now england will play france in the quarter final instead of france, two roughly comparable teams, and even the home advantage of the latter is mitigated given that belgium would be playing in lille just across the border
this would change if portugal fuck up and end up second, but otherwise the last 16 teams would be weak in either case
