My experience may not be typical but the skinheads I know/knew were all SHARPs and redskins or anarchists, and are now some of the most staunchly leftist and progressive and most informed commenters on my media feeds. when i see someone with a buzz cut i never associate them with any kind of subculture or whatever. i think in 90% of cases it's about looking neat in a low maintenance way
