good question, had to look that up. He was on the same ship as Jaime and Myrcella when they headed to King's Landing. So the eye stone he was painting was for Myrcella, presumably.
Which means that somehow the elder two Sand Snakes must have set sail following them (they couldn't have stowed away) on some other vessel.

Overall the scene could have benefited from him asking the snakes how they got there:"We tailed the ship all the way here to King's Landing""When Jaime gets back to the ship he will kill you both for this""We're doing you a favor- don't you realize what he'll do to you now that 'someone' in Dorne murdered the princess?" "It was YOU, wasn't it? You poisoned her! My father will have you executed for this!" "At this point your father is already dead. Now it's your turn"

i think the one issue lingering w/the last couple seasons of GOT is that it revealed a fundamental lack of understanding about what had made the show great in the early going, and anyone handing these guys a show where they have to come up with the stories needs to remember that. they did however pull off a genuinely fine direct adaptation in those first four seasons, with few false notes and a welcome resistance to showing too much (much like the novels kept a lot of battle action offscreen).
