Leggings usually come in the following fabrics:
Cotton knit: Pros - no synthetics, nice colors. Cons - will sag and bag and give you dumpy butt within minutes.Cotton spandex: Pros - mostly cotton. Usually nice and thick. Cons: black ones tend to fade quickly, there's no "slip" so if you're wearing them with a skirt, the skirt might cling to them in an unflattering way.Modal spandex: Pros - so soft and super comfortable. Lightweight and good for summer. Cons - slight pilling, don't offer good longevity as modal (at least IME) tends to get little holes in it even if you launder it carefully.Nylon spandex: Pros - More like thick footless tights, which some people may prefer. Cons - definitely can see your underpants through most of these. Some kind of poly nylon spandex blend. Pros - Cheaper, lots of bright colors and patterns. Cons - the pilling and the possible running at the seams (although I have a pair of poly/spandex leggings that are made of some kind of miracle fabric so this is not universal).Technical fabric (like running tights): Pros - Thick, come in compression styles if you like that, tend to wear really well. Cons - they look like exercise clothes.
So where you get them and how much you spend will depend on what kind you want. I own or have owned leggings from all categories and modal/spandex are probably my favorite for wearing, their fragility is such a bummer that I don't usually buy them unless they are on super sale. You mostly want to make sure they are sufficiently opaque to hide your butt if you want to wear them as pants. If you want to get fancy and spend $$$ search for something like "premium leggings."

I wash that shit in a lingerie bag on cold water delicate wash and hang to dry and don't even look at it cross eyed and still! TINY HOLES. Fucking bullshit.
