basically, you're talking a general amnesty, and I wouldn't object very strongly if the whole ilx community asked for it.

we've had people here who were temp banned several times before they were permabanned, bcz they just didn't care about meeting basic standards for behavior. they had second chances. they had third chances. seems to me like they earned their permabans honestly.

btw, as a moderator on another forum, I understand that moderating takes time, effort and commitment, and ilx, being much, much larger than the forum I help to moderate, takes far greater commitments than I would ever be willing to make.

the stress of trying to balance whether a particular post or poster has crossed a line, or merely come near it, or if the poster has come too near that line far too often, or if this one instance should be handled with a private warning or a temp ban or a permaban is plenty difficult enough. doing it in consultation with other mods, who are also making delicate judgments of a similar sort is, if anything, even harder, because moderator harmony requires a certain consensus to evolve. once a permaban has been issued, I'm pretty sure the mods would not relish the idea of going through all that decision making all over again, just so someone who failed repeatedly to learn lessons can come back and try to figure out what is a zing and what's just terrible behavior.
