Not stolen. The original uncropped photo was uploaded to Flickr with a Creative Commons license allowing free use (including 'adaptation', i.e. cropping in this case) provided attribution to the photographer is given. If you click on the photo on Wikipedia, it credits the photographer and there's a link back to the original work.

Sorry, I just thought that because you used the word 'stolen' you were under the impression it had been used without permission. I agree it's a ridiculous photo to use, especially in that cropped form (and I get the impression that the kind of people who are unaware that something like that looks ridiculous are over-represented on Wikipedia), but the reason they have used it is presumably because there are no other photos of him they could find that weren't subject to usage restrictions, i.e. requiring payment of a fee to use them.
