It's not blimmin' "oh they're tired". The intonation would make no sense, and anyway "overtired" is exactly what parents say when kids are acting up and anyway they clearly say "overtired".

The point is "tired" is just tired, with all the usual connotations of lethargy and sleepinesss. The parental theory is that when children are in need of a sleep, they often instead become fraught and badly behaved. They are "overtired".
