I don't really know how I feel about this tbh. Like, if you run the statistics and there is a high correlation between violent crime and a small, specific number of families, it seems like common sense to focus your preventative efforts on them; particularly since this is how they're being targeted:

Samuels said as mayor he would personally visit each of these families with an offer from the city to provide these families with the best early childhood and K-12 education, tutoring, mentoring, counseling, job training, summer camps and anything else they need.

I mean, I get that failure means severe repercussions and there's a whole other conversation about setting ppl up to fail so that you can punish them like you wanted to in the first place, but OTOH offer my family the best early childhood and K-12 education muthafukka because that's an amazing deal.

reactionary/cynical take is that this is as much a solicitation for support FROM the Six Families as it is a promise to everyone else that he'll curb their activity. like, they're so influential criminally, they're prob worth a bunch of votes too?

And then analyzed every violent crime arrest over a several year period and the traced back those accused through other public records to figure out who was related to what large extended family, and then sorted those crimes out from the whole and ran percentages?
