Did GRRM ever explain in the books who reforged Ice into Oathkeeper and the other sword
Used to think Valyrian steel was just a special kind of tempered steel folded a bajillion times like katana steel
But the closer analogue to GRRM's world is probably Damascan steel
Also feel like lately whenever he needs to explain a plot point he's been like, throw a spell on it

Yeah Valyrian steel being forged by magical means has been a thing in the books for a while. The bit about the reforging of Ice is in an early Tyrion chapter. All the things you mention (taming dragons, Valyrian steel) were done by the Valyrians, who basically did everything with magic.
