I can only think that Savile in person must have been genuinely threatening in a terrifying way to have managed to keep so many victims silent on such a massive scale, even taking the "no one will believe you" stuff into account.

People did tell contemporaneously, but nothing was done. When parents or an adult in charge learn about an incident, sometimes there's a straight, sharp denial, but in cases where the adult believes the child, the adult often doesn't wind up taking it further. Most of the time it's because the adult believes the authorities won't do anything or the abuser will dissemble or emotionally blackmail if challenged. You'd need a lot of guts to take on someone like JS, especially if he had form as a thug.
