Yes it's a contrast in color temperature. The problem is that of course it's not the only possible contrast in color temperature to use. And more importantly, a contrast in color temperature is not always desirable! Nor is it the only means of visual contrast.

Contrast in luminosity is far more important. There can also be contrast between different hues of a similar color temperature. And there are of course visual contrasts in size and texture, moving objects vs. static objects, and things that are in or out of focus. Out of all of the ways to get contrast and direct the viewer's attention within a moving picture, a contrast in color temperature is by far the least important, and least interesting.

Imagine a scene that takes place in the desert. It's all shades of dusty brown and beige, there's a rusted old mining equipment in the tumbleweeds, and the sky has brownish smoggy golden hour glow. Then in the midst of that there's a brand new shiny red car that stands out. Everything in the scene could be very close together in hue and yet there could still be an extreme contrast to the image. And the reddish hues would help reinforce a feeling of oppressive heat. But a contemporary production designer would probably use a teal car instead. The contrast would be greater but would that be necessary? How would that actually improve the scene?

yes. teal and orange is very specifically about a digital color grading trend, it's not about you suddenly noticing that people have been mixing hot and cold colors for centuries!
