keep in mind that philly's subway is much much smaller (2 lines) so it's more understandable to want to bring a bike w/ you on the train

otoh you can get a folding bike like this ^_^ wouldn't be any more objectionable than traveling on the subway with luggage

but basically you have to think of the system as a whole, in lots of other places w/ shitty transit options, having bike racks on buses is prob worth the cost to system-wide efficiency cause it makes it easier to live w/o a car and public transit doesn't have the same kinda scope. in a place w/ a very extensive public transit system that millions of people rely on, w/ crowded trains and buses and tight schedules, anything that takes up space or slows things down has an effect on a lot of people
